Overview

Russia remains the largest destination for Uzbek workers — visa-free entry, a shared language for many, and established networks. But it has become more complicated and more risky since 2024: tighter migration rules, faster deportations, sector bans in some cities, and documented exploitation.

The legal basis for most Uzbek workers is the labor patent ("патент"), which you must obtain and keep paying for monthly. Working without a valid patent is the most common way workers fall out of legal status.

Important 2024–2025 changes: After heightened restrictions, some cities banned foreign workers from sectors like taxi and food delivery. Rules now change quickly — always confirm the current situation before relying on older advice.

How to stay legal

Enter and register on time

You enter visa-free, but you must register your stay (migration registration) within the legal deadline. Missing it puts you out of status.

Apply for a labor patent

Within the required window, apply for a patent: medical tests, Russian language/history/law exam, insurance, and fingerprinting/biometrics.

Pay the patent monthly — never miss it

The patent requires a fixed monthly advance tax payment. If you miss a payment, the patent is annulled and you lose legal status. Keep every receipt.

Work only in the region and role your patent allows

Patents are region- and sometimes profession-specific. Working outside those limits is a violation.

Keep your documents on you and your passport in your hands

Carry copies; keep originals safe and in your own possession. No employer has the right to hold your passport.

Budget for the monthly cost: The patent's recurring payment is the part workers most often forget. Build it into your budget so you never miss it.

Your rights

With a valid patent and written contract, you are protected by Russian labor law.
You have the right to a written employment contract — demand one; verbal-only deals leave you exposed.
You have the right to be paid the agreed wage in full.
Your passport is yours by law — confiscation is illegal.
Uzbek consulates and the Migration Agency can intervene in wage disputes — and have done so.

Watch out for

Employers who refuse a written contract — this is how wage theft happens.
Passport confiscation "for safekeeping" — a serious trafficking warning sign.
Recruitment into military service or private military companies — this can carry criminal liability for you under Uzbek law. Refuse.
"Help" with fake patents or registration — fraudulent documents leave you illegal and deportable.
Wage held until "the end of the contract" — a classic pattern that often ends in nonpayment.
